Key Accountabilities

Minimum Qualification and Experience Requirements
Education: Bachelor degree in Economics, Finance or a similar field
Master degree or ACCA or CPA is preferable
Other Required Licences, Professional Qualifications and Certifications:
Must have certificate of Insurance (LOMA…)
Years of Related Work Experiences:
At least 5 years of experience in finance/accounting in assurance or accounting firms
At least 3 year experience at managerial level
Languages Required:
Fluent English & Vietnamese
Good command of French is an advantage
Technical/Professional Competency Requirements:
-Extensive knowledge of technical operating principles, practices & problem of governmental accounting, budget control, procurement, financial administration, debt market
-Skill in analysis & interpretation of fiscal & accounting records.
-Excellent verbal, analytical, organizational and written skills.

Key Accountabilities
1 – Set up system & organize smoothly running of Accounting Department:
- Develop functions and policies of Accounting Department in accordance with law and management requirements and approved by CFO;
- Request relevant departments to provide on time and sufficient information relating accounting works and C.A financial control function;
- Instruct accounting staff to collect and process of accounting information, data for accounting records to meet accounting standards and regulations;
- Provide accounting data to the BOD, auditors and authorities as required by laws.
- Manage accounting staff including Job Description, Job Plan, Job review and accounting staff training;
- Lead the planning for accounting works for special time: monthly, quarterly, yearly closing, interim and final audit, budget preparation. Manage day to day works of accounting staff;
- Lead Accounting Department regular meetings to review and assign tasks to accounting staff.
Organize and manage the following reports:
- Financial, Tax Reports, Fund Split, UL report to CFO, BOM and authorities
- Budget & budget realization report and analysis
- Various periodical reports to CFO
- Provide person in charge of the surplus fund to arrange investment
- F & A policies and procedures to be applied in the company.
- Approving new accounts, analyses codes, new charging instruction
- Approval of new items , budget code and the new terms
- Budget & budget realization report and analysis
- Petty cash, bank, A/R, A/P reconciliation; physical check of the company assets, tools, cash
- Fund cash, banks, balances of accounts receivable and payable, check manually company’s assets and tools, cash
- All vouchers (receipt, payment, advance, non cash, selling invoices, Vietnamese banks’ TRF)
- The types of documents (receipts, payment bills, advances, cash transactions, bill of sale, payment transactions)
